About Project Preparatory Fund(PPF)

Introduction: :

The Government of Tamil Nadu has constituted the Project Preparation Fund to provide financial support for conducting studies, hiring the services of experts and consultants, preparing feasibility studies, detailed project studies, capacity building, research and related purposes.

 

Description:

The PPF may, in addition to the purposes specified above, be used for the following:

The following factors are to be considered for screening PPP Projects:

  • 1. Any technical study required to finalise the technical, legal or financial parameters of a project, including legal reviews and commercial assessment studies;
  • 2. Preparation of Impact Assessment Studies, including Environmental Impact Assessment studies;
  • 3. Preparation of tender documents, including standard tender documents;
  • 4. Preparation of other essential project documentation prior to signing the concession agreement;
  • 5. Training; and 
  • 6. Conduct of outreach events, including seminars and conferences

 

Any public agency will be eligible to apply for support from the Project Preparation Fund for hiring of experts and consultants, preparation of feasibility studies, detailed project studies and the activities specified in clauses (a), (b), (c) and (d) above intended for a specific project whether already recommended by the Board under sub-section (4) of Section 14 of the Act or not. Such application shall be made in the format contained in Appendix III of the TNID Rules 2012 (Click here for TNIDB PPF forms).

 

The Financial assistance from the Project Preparation Fund shall not be utilised for the following purposes:

  • (a) Expenses incurred by the Public Agency on its own staff;
  • (b) Expenses incurred for engagement as Consultants of any serving employees of Government by the Board or a public agency.

Section 17

The Board, on receipt of the report from the sponsoring agency under section 16, shall consider in consultation with the administrative department and after causing the detailed Project study, if it considers necessary, finalise the scope and structure of the Project, either in its original form or with such modification, as it deems fit, also taking into account, the following aspects, namely: -

  • (a) whether the Project needs any public financial support, and if so, the appropriate form of such support;
  • (b) the tender criteria or variables relevant for evaluation of the tender; and
  • (c) the appropriate concession agreement or a combination thereof, from out of those listed in Schedule ".

Project Structuring and Final Approval for Public Private Partnership Projects
 

(1) Based on the report from the Sponsoring Agency under regulation 13, if the Board is of the view that the information available regarding the technical, economic, social or financial parameters of the project are adequate to proceed with Public Private Partnership procurement, it will direct the Executive Committee to finalize the scope and structure of the project.

(2) In cases where the Board is of the view that the information is inadequate it may cause further detailed project study covering all or any specific aspects of the project for which further information is required and upon being satisfied with the further information provided, it will direct the Executive Committee to finalize the scope and structure of the project based on such further information.

(3) In finalizing the scope and structure of the project, the Executive Committee shall subject to the provisions of rule12 of the Tamil Nadu Infrastructure Development Rules 2012 either approve of its own accord or secure the Board’s specific approval for the extent and form of public financial support for the project.

(5) The sponsoring agency may with the prior concurrence of the Board issue a Request for Expression of Interest at any time and even the project scope and structure are finalized by the Board under section 17 of the Act.

(6) The sponsoring agency shall issue the Request for Quotations only after the project scope and structure have been finalized by the Board under section 17 of the Act and the financial support from Tamil Nadu Infrastructure Development Fund, if any, is approved under rule 12 of the Tamil Nadu Infrastructure Development Rules.

Rule 43
Project Scope
 

(1) The Procuring Entity shall set out the detailed description of the Public Private Partnership (PPP) Project and the project scope in the Request for Proposal (RFP).

 

(2) To the extent practicable, the description of the Project and project scope shall be objective, functional and generic, and shall set out the relevant technical, quality and performance characteristics expected.

 

(3) There shall be no requirement for or reference to a particular trademark or trade name, patent, design or type, specific origin or producer unless there is no sufficiently precise or intelligible way of describing the characteristics of the project scope and specifications and provided that words such as “or equivalent” are included.
